Cecil was a proud U.S. Navy veteran and received a bachelor’s degree from Morehead State University. He began his professional career as a medical lab technologist in the Appalachian Regional Hospital system in Mann, West Virginia. Because of his expertise in medical laboratories, Cecil traveled to various ARH locations in West Virginia and Kentucky to evaluate and teach personnel how to implement changes to meet hospital and accreditation standards. Later he worked in other Kentucky hospitals in Paris and Carlisle and retired from the Fleming County Hospital. An outdoorsman, he was a master at landscaping and yard work and owned and operated Wayman’s Greenhouse in Salt Lick for a number of years. Gardening and yard work, fixing whatever needed repairing or remodeling, and fishing for crappy or bluegill were some of Cecil’s favorite activities. Physical fitness was a priority. He enjoyed hiking, archery, judo, going to the gym on a regular basis, weight lifting, and body building. He especially enjoyed participating in body building invitational competitions. In addition to being a “Jack of all trades and master of ‘all’” he was a caring and loyal husband, father, and grandfather who displayed his love through his works. He was a faithful member of The Church of Jesus Christ of Latter-day Saints.
