He was born February 2, 1940, in Elliott County, Kentucky, a son of the late Fritz and Verna Alice Howard Horton. In addition to his parents, he was preceded in death by two siblings, Berdena Lee Howard and Lowell Thomas Horton.

Bill retired from the Office of Naval Intelligence in 1978 and returned to Kentucky where he worked for Old Don Jacobs Oldsmobile in Lexington. He later returned to Morehead and managed Eagle Office Supply. His last and most fulfilling job was working for the Good Shepherd Printing and Food Pantry ministry.
Bill’s greatest and most joyful achievement was on June 7, 2020, when he accepted Christ as Savior and Lord. His family and friends have the assurance of seeing him again in heaven.
