He was born March 12, 1936, in Winchester, a son of the late William Bryan Combs and Ida Mae Garrett Combs. In addition to his parents, he was preceded in death by two brothers, Cecil Combs and Elmer Y. Combs, and two sisters, Mary Ruth Combs Raney and Della Mae Combs Williams. Bill is survived by his wife, Kay Fraley Combs of Wellington; a daughter, Terri Lynn Hoover (David); a grandson, Patrick Hoover; a granddaughter, Meegan Foster (Scottie); two great grandchildren, Brayden and Lorryn Foster, all of Lawrenceburg; and several nieces and nephews. Bill was a jet engine mechanic for the U.S. Air Force from 1956 to 1961 stationed in Mobile, Alabama, taking him to Iceland, Greenland, Haiti, and other places over the course of his employment. After 40 years of service, Bill retired from the U.S. Army Corps of Engineers in 2001 as the maintenance engineer at Cave Run Lake. He loved spending time in his tool shop, making about anything he needed to work with. One of his endeavors was making a miniature tractor with a miniature hay bailer. He welded for almost anyone who broke a piece of machinery. Bill was also called the "tractor man" as he loved to refinish and show his own tractors. Being a big Farmall fan, he loved attending the Big Red Power Round-up every year in different states. He also loved to travel going to nearly every state on his motorcycles which he rode for 52 years.
