Obituary

Lowell Thomas Carter, age 56, of Randolph Ridge Road, Olive Hill, Kentucky, passed away Sunday, September 25, 2022, at Cabell Huntington Hospital in Huntington, West Virginia.

Born July 2, 1966, in Morehead, Kentucky, he is the son of Joan Conn Carter and the late Carl Daymon Carter.

Lowell is survived by his wife, Peggy Wilson Carter, whom he married April 14, 2013; his mother, Joan Conn Carter; one brother, James Paul Carter; one sister, Vicki Lynn Skaggs, all of Olive Hill, Kentucky, as well as extended family and friends.

He was preceded in death by his father in 2009 and one son, Brett Daniel Carter in 2014.

Lowell was a graduate of Elliott County High School and a former farmer. He enjoyed riding horses, picking blackberries for jam and dumplings, and most of all spending time with family.

A funeral service will be held 2 p.m. Thursday, September 29, 2022, at Northcutt & Son Home for Funerals Memorial Chapel with Brother Elijah Wagoner and Brother Justin Wagoner officiating.

Burial will follow in the John Robin Cemetery on Carter Ford Road in Elliott County.  Pallbearers:  Tom Salyers, Frank Salyers, Jasper Salyers, Jacob Salyers, Nathaniel Cassity, Joey Stapleton, Casey Flannery, and Zach Carter.

Visitation is from 6 p.m. to 8 p.m. Wednesday, September 28, 2022, at Northcutt & Son Home for Funerals, 400 Fraley Drive, Morehead, KY 40351.
